Mysterious metal piece under vacuum motor?

\015 I was removing the motor in order to service it, and there was this small (about 2 inches long) and bent thin metal piece under the motor. Now that I'm trying to put everything back together, I can't quite figure out how to orient that piece in order to make it fit!! Anyone have any clue about this mysterious metal piece?\015\012The vacuum is a Bissell Healthy Home.\015

The belt on my used Eureka Boss 5857 upright slips off the end of the motor shaft every time the vacuum is used. When I turn the brush roll slowly by hand, the belt walks toward the end of the shaft. It looks like there was a plastic projection from the base that snapped off, and maybe that plastic piece used to block the belt from falling off. Do I need to try to reconstruct that plastic piece, or is something else wrong?
