I have a bissell 9300 carpet shampooer..the belt broke o n the left side. tookoff the plasitc brush shield to access the area to put on the belt but not sure how to connect it to both brushes..only one comes undone...do i have to unscreww the whole thing?

My Bissell Quicksteamer Model 1960-R won't spray cleaning solution. I have cleaned it and taken apart the whole thing. I can't find any problems. The holes are not cloged where the water comes out as I disconnected it and blew through it to be sure. The lines show water trying to go through.
