The area where the jets are located will have to be disassembled to remove the jets and hoses. Most likely the hoses or the jets are stopped up with hardened cleaner/soap. I had to tear into ours and soak the the jets and hoses in a solution of mean green and hot water. After soaking these, I would suggest using a air hose to blow the jets and hoses out. You can use a thin towel to put over the jets and hoses to blow through them but I don't suggest putting my mouth on them. What type of cleaner do you use? I suggest using the cleaner made for it or a mixture of vinegar and water with a top full of fabric softener. The mixture depends on how dirty your carpet may be.

My bissell proheat 2x carpet cleaner is not spraying from the bottom or sucking up when turned on. The hand tool works just fine. I have made sure it was on floor cleaning when I used it to try and clean my carpet. the busshes are working but nothing else is happening this cleaner is about 21/2 years old and has only been used maybe 5 times so it has not had alot of use.
