Answers :

First make sure it's not the wall charger - use a meter or a flashlight bulb to test the 15 or so volts that should be on the contacts when the charger is plugged in but the unit is detached.

The next thing is to remove the filters and see how easily the "fan" spins - use a popsickle stick or something that won't break the plastic fan if you can't get your fingers on it. Tight bearings may indicate clogged with dust (or corrosion) or destroyed. Free bearings likely indicate a switch or battery problem (good motor.)
Make sure the on/off Switch is FULLY in the "OFF" position, or it will not charge. ( The unit turns off when the switch is about 3/4 of the way to the "OFF" position)

I just purchased a black and decker corded hand vac/blower/inflator. I plugged it in (for the first time ever) it started and then shut off immediately. I tried different outlets thinking it blew a circuit in the first one. However it still won't start. Very frustrating!

Unfortunately those units are prone to breakage they are also usually a sealed unit (not able to take apart). The best thing to do would be take it back where you bought it and try to get your money back. They just aren't worth fixing. V ... Black & Decker Vacuums
