This is either a broken belt, or a faulty clutch.

\015\012DC07s have two belts - one connects the output of the motor to the clutch, the other connects the clutch to the brush bar.
Unfortuenately one of the belts is hidden under a plastic cover, so you cant see if it is okay or not without some dismantling. This cover is not easy to remove and requires a Torx driver to under the securing screws.
\015\012Replacement clutches are avaible reasonably cheaply on eBay, but again requires Torx drivers to remove and good DIY skills.
Have a look at www.dysonmedic.com, but unless you have access to such a tool, probably time to call Dyson or a Vacuum repairer.
