No it should pick up as soon as you turn it on, make sure the brush is turning if it is then turn the unit off, make sure the the washable filter is clean and the the bin filter is also clean, if this does not work then there one more thing if you can try, remove the bin from the unit release the bin flap and with a torch look down the end of the cyclone you might find a large blockage this vry common in the dc07 hope this helps

My Dyson DC17 has lost suction on the wand and is not picking up dirt as it should. I have taken the small part at bottom of the machine off to see if there is a blockage--none that I can see. The flexible tube on wand is very tight and won't extend very much. Dyson sent me a new cyclonic part in April but the machine still doesn't seem to be working properly. My 88 year old mother bought a Dirt Devel DHC001 - has been used twice but it looks blocked and has no suction but there is suction at the pipe end if I take it off. I have a DC07 and the brush wasn't rotating and I had no suction at the brush but perfect suction through the hose. I noticed a large build up of dog hair around the brush so I took off the cover plate and removed all the hair, cleaned inside the floor/brush housing and cleaned out the hose. I also cleaned the filter and removed the other air access cover and made sure that they were clear. I put everything back and the brush still doesn't turn and there is still no suction through the bottom
