WAIT!!! Don't replace the entire clutch yet... I just had the same problem. Before buying a new clutch assembly, I took the out the clutch just to make sure I could do it (the link previously mentioned is great: http://www.dysonmedic.com/DC07%20Folder/DC07%20Clutch%20replacement.html). In the process, I also opened the clutch at the wide end (two screws and a little retaining clip on the side - can watch a video as to how to disassemble the clutch here: http://www.ezvacuum.com/dyson-dc04-dc07-and-dc14-belt-pack-for-clutch-system-90251401-2-pack-p-2196.html?currency=USD). In the "lid" you will see a little black plate (looks like the same material that a car breakpad is made out of). If the clutch is the problem this plate will look a little worn down. It can be removed and flipped over. You'll get a few more years out of it. Of course, when the second side wears out, you'll have to get a new clutch (but by then maybe the the entire vac will need replacing anyway). Enjoy.
The "switch" that turns the beater bar on and off is called the clutch. It doesn't often fail, and for you to have two fail would be exceptional bad luck - so this may not be the problem. You are aware, of course, that the beater bar is always off when the machine is upright. The clutch automatically switches to "on" when the handle is lowered (unless the clutch knob is in the permanent off position). Sorry if this is stating the obvious, but we get lots of Dysons in for repair where the only problem is the clutch knob is in the wrong position. You say the belt is fine - but there are two belts. One goes from motor to clutch, the other from clutch to beater bar. The motor-to-clutch belt is replaceable (but you can't even see it without removing the clutch cover), while the other belt is integral with the clutch unit and the whole thing must be replaced. The trouble is... even to replace the motor-to-clutch belt you have to remove the clutch from the machine and that's quite an involved job. If you're considering doing the job yourself, look at www.dysonmedic.com, scroll to the bottom of the page and look at DC07 clutch replacement, and that will give you an idea of what's involved. My Dyson DC17 beater bar motor works intermittedly. I have to almost whack it on the floor to turn it on and then shuts off again. Jim, To put tension on the brush, tilt machine forward when upright, move carpet selector knob to carpet. then turn vac on. The belt doesn't have to be broken to make the vacuum not work correctly. If the belt is stretched the vacuum won't operate the way it is supposed to. You can get replacement Dyson Belts here: ... Vacuums

My older Dyson DC14 (the purple one) early model with a clutch on the beater bar belt needs a clutch replacement. The bar has been cleaned and there are no worn or damaged parts so I conclude that the clutch at the motor end of the belt needs to be replaced. I can find the part online but no instructions on how to disassemble the vacuum to get to and replace it. Dysons only advice is to give me the address and phone of the nearest service center.
