Steamvac will not **** up water

\015 I have a hoover steamvac model f5808. it will squirt out the water but will not pick it back up. Also the brushes don't seem to be turning. help!!\015

Check the lid on the lower tank. The front of the lid lips over the tank to lock it on and snaps in the back. You probably haven't locked the front edge down
