Tank not receiving any dirty water.

Look at where the water/solution is drawn back up in the front of the machine (the window). They always plug there. Fish out what you can; if necessary, remove the screws that hold the window in and clean.

The Hoover Steamvac Widepath will NOT pick up water. The dispenser with cleaner DOES have water. The TANK that would receive the dirty water is NOT full. I have a Bissell Pro 2x carpet cleaner. The water heats properly as well as spraying the cleaning product. However, when I go to suction the water from the carpets, the 2 in 1 water tank bladder works properly but there is no dirty water outside the bladder. I have only used this carpet cleaner ~ 5 times and in the beginning I had to empty the suctioned water quite frequently as it was dirty and it could not not hold any more water. I have the Hoover max Extract 77 and when I'm cleaning the carpet, the clean water tank leaks on the floor, even if I'm not squeezing the trigger.
