My mother's Hoover Widepath is making a funny noise. I wanted to get into the area where the brush and belt are and couldn't get access. Please help!

Please see if there are four screws, located at the corners of the brushroll opening, underneath the cleaner. Remove these screws, then remove the bottom plate.

A small belt fell from underneath my bissell steam cleaner and I notice the brushes no longer rotate when I purchase the part where does it go? I tried turning it up side down to find out where it came from don't know because there is a compartment for the belt access but that particular bet is not broken. I have a windsor vsp 14, it is making a bad grinding noise, when I take the top blue piece off it stops, the brush works fine and when I put the top back on it grinds really loud and gets hot. it still vacuums and the belt and brush are working fine, can't figure it out. and when the lid is on I cant see what its grinding on. I have removed the access cover and both belts and found that the central cylinder for both belts is frozen and will not turn easily.
