S3755 Hoover canister bagless vac no power to head

\015 Replaced the power head drive belt which was relaxed and slipping. After replacement turned on vac and power head motor would not run. Removed belt. Motor still wouldn't run. Thought maybe thermal breaker tripped so unplugged for 1/2 hr. Still won't run. Removed lamp and checked voltage at lamp pins--no voltage. Breaker bad? Where is the thermal breaker? Also is it normal to see open circuit 115 VAC at the receptacle in the speed control handle when the carpet button is pushed? Can't check it under load. Damn them for not putting a manually resettable breaker in the power head. How stupid! Thanks!\015

Have a Eureka Power Plus 12.0 Amps Model 4702 Type A 120 volts and 60 HZ that there is something wrong that it isn't picking up right and you can actually feel the air coming out of it near where the bagless canister attaches. My thoughts are that a seal is missing around where the hole lines up when the cannister is locked in. This Vac was my Mom's and she passed away and I think a part went missing maybe when it was taken apart to clean the filter and empty the canister. Need to figure out if
