Small sparks coming from the brushes is normal. That would be a thin line of sparking near the commutator/brush interaction point. Large or irregular sparks are different. The commutator (segmented copper item) should be fairly bright copper color. If not, the dirt on it could cause problems. The right way to clean it up is to use automotive brake cleaner and a rag or light sandpaper followed by the cleaner and a rag. Wipe off the contact sections of the brushes and replace them exactly the same way. Still got the issue? Get the unit serviced.
Sounds like motor brushes may be going. Is the vacuum cleaner old? I suggest bringing the unit in for service to replace the motor brushes. Get a quote to see if is worthwhile to fix.
