Had the same problem. Here is how I fixed it.

\015\012Turn the vacuum over so the bottom area with the brush is facing you. Remove all the silver screws. There are approximately 8 of them.

\015\012Once all the screws are out pull off the base / bottom panel. It takes a bit of force / wiggling to get it around the wheels. It helps to change the position of the handle while you do this (up / locked to down / unlocked). It is a bit of a PITA, but with a little elbow grease you can get it off.

\015\012If you have a suction problem here it will be very obvious. You will see backed up dust / dirt / lint everywhere. Get rid of all of it. Remove the suction hose from the base and make sure to shove a wire coat hanger up the 6 inch (or so) connector tube in order to remove clogs from in there.

\015\012Put it back together.
\015\012
\015\012Next, check where the suction hose connects to the back of the vacuum. Remove the base / cover plate. It connects with 3 screws that are very obvious. This also takes a bit of force to remove.

\015\012Once the tube is off drop a quarter through it. If it does not come through easily or at all take the tube to a sink and run water through it.
\015\012
\015\012While doing this wiggle and generally play with the tube. It may take a minute or so, but eventually the clog will come out.

\015\012Put everything back together and you should be good.

My upright kenmore progressive vacuum will not suction up when using the sweeper. It will suction things when I use one of the tools.
