For few days, I was able to get around this problem by repeatedly turning the switch on and off until it turned on but that does not work any more. Power nozzle on E-series won't start when cold unless the red 'reset' button is pressed multiple times while also holding the trigger to 'warm it up'...this is w/the power nozzle off the floor - no restriction on it turning.
