Most upright steam cleaners like Hoover and Bissell, you put in the hot water, bissell does have a heater, but it only helps get the hot water a alittle hotter. But a model number would help.
There is something wrong with your Ladybug. I have the TidyVap, made by the same company...having problems with the water not being sucked down to the heater, not sure why...but I've been openin gup the bottom and adding water instead of putting the water in the top. I would get your steamer in to be looked at.

Sounds like you may have lost the pump prime turn the unit off and hold the trigger down the one on the handle for a full minute then turn the unit on if that does not do you might have a clogged pump hose or a bad pump hope this helps you out ...
